You first should check to make sure it's the LCD and not the video/motherboard. However possible, hook the laptop up to an external monitor (flat panel or CRT, either one will work). If the problem doesn't present on the external monitor, you have a bad LCD.
If the problem persists even on the external, you have a video/motherboard problem. Since most laptops have integrated video, the motherboard will most likely be your culprit.
