You can only restore factory settings if they weren't deleted or changed during operations on your system. If you cannot access the restore feature that means your system in time got tampered so the end result is to find a way to get it re-enstated to the point that the factory restore was able to completely restore your system. Could you if you don't mind send a picture of what's occuring to your system so then I can see what's really going on. If you can't get any solution available including from us please send your system the rest will be dealt with.
You will lose everything on your computer if you restore factory defaults
turn on your computer when you get to see the dell splash screen hit the ctrl and f11 key at the same time. if at first nothing happens try it 4 to 5 times.
then follow the instructions.
however if you don't see any other page or if have installed xp using cd before you might not be able to use this option in this case you will need to install the xp using xp cd if you do not have xp cd you might need to contact dell they will send you cds along with driver cd.
Try these

Over time a computer may experience a debilitating virus infection, system error or hard drive error rendering it unusable. Perform a restore on a Dell Dimension 4600 to resolve any problems the computer may encounter. The restoration will return the computer to the original operating condition, but all the software and other data stored to the hard drive will be erased during the process.
Connect the external hard drive to the computer and wait for its folder to appear on the desktop. Copy and paste any valuable data, documents, photos or other files you want to save to the external hard drive's folder. Right-click the folder and choose "Eject" once the backup is complete. Remove any hardware devices, such as printers, MP3 players, scanners and PDAs, from the computer as they can be damaged during the restoration. Restart the computer and press the "F8" key when the Dell logo appears on the screen during the startup process. The "Advanced Boot Options Menu" will appear. Use the arrow keys to select the "Repair Your Computer" option and press "Enter." Select the language settings for your computer and click "Next." Log in with an administrator account and click "OK." Click on the "Dell Factory Image Restore" icon. Click "Next" in the window that appears and click the box for "Yes, reformat hard drive and restore system software to factory condition." Click "Next" to begin the restore process. The utility will return the computer to the factory settings and reformat the hard drive. Click "Finish" to restart the computer with the new operating condition in place.

These model dells came with a recovery cd rather than a partition. You will need to call dell and have them send you a recovery cd and then use that disc to restore your computer to factory defaults.
First, if you have any data on the machine you want, I'd back it up to a USB flash/thumb drive. Then, assuming you purchased the machine new, you should have the maroon/silver "Recovery Disk". Pop that in the CD, and restart the machine. Press F12 to select BOOT OPTIONS. Select CD Hit Enter. This should start the Dell Recovery process. If you do not have the Rec. CD, contact Dell. They should be able to provide you the org. software - for a small fee of course.
You have to put in the cd that came with your dell, then boot your computer. It will boot from the cd and give you an option to restore your factory condition. It will take around 1-2 hours for the process to complete.
turn on your computer and when you see the dell splash screen hit the ctrl key and f11 key and see if you get to see the symantec restore message. if you do see it you can restore your pc to its factory default. if after doing that nothing happens try to restart your computer and when you get to see the dell splash screen pressd f8 5 to 6 times until you get to see the advance boot menu and see whether repair my computer is one of the selection if it is select it and choose restore you pc to factory default. if nothing appears on the advance boot menu of repair my computer. the only option is to do a clean reinstall of your operating system
