Hi I am Kelly, I realize this post is nearly 10 months old. I am answering it now because it appeared after I made another post. Hopefully the repair information can be used by others.

Item 31 (spring Clip) is what is used to lift or lower the float needle. If the spring clip was bent or installed so that the spring was on top of the float needle head vs cliped to the recessed area of the float needle you will have the symtom you described. Usually you do NOT have to bend the spring clip to install it correctly. However, if it was bent during installation you will have to shorten the distance of of the spring clip horse shoe fold so that it lowers the float needle when the float is lowered.

One other thing to consider is that if the float needle seat is not pressed all the way into thebody you will have the symptom you described.... i.e no fuel flow with float in the lowered position.
