Try this:

"1. Power on
2. Open disc tray

With remote control:
3. Press Setup
4. Select Preferences
5. Enter 253135
6. Press Left Arrow
7. Press Down Arrow
(you should be seeing "REGION CODE 1" now)

8. Press 10/0 to set REGION CODE to 0
9. Press Setup (and it's done!)"

You may have missed a step in the procedure try this one. This information was found on the following website http://www.videohelp.com/dvdhacks/insignia-ns-7dpdvd/8394 It is dated as working on 01-08-08. I hope this information help you with your problem. 1.- Power on with no DVD inside the player; 2.- Press open on the DVD player; 3.- Press Menu button on DVD (or SETUP on remote control), (you see General Setup Page on the screen); 4.- Press the right key 3 times to select the Preference Page; 5.- On the remote control press 9653; 6.- Use the up and down key to select the Region, Select 0 for all regions; 7.- Press Enter. (This works with NS-7PDVD and NS-8PDVD)

There is software, such as "ANYDVD" that should work. Also, "DVD Region and CSS free" software about $40 US. There is free software called "DVD Region Killer" as well (I have no experience with the free downloadable software).

5) With the direction keys type:
a) Left key : < (Nothing happens)
b) Down key : v (a menu appears on the screen
with all region)
6) Select the Region : 0 (all) with the direction keys
7) Validate it with the button "OK"
8) Finish the process by typing the "SETUP" button.

I found a fix to my problem. This worked for me.
1) Power On.
2) Without a disc inside of the DVD player and using the remote control, press the setup button.
3) Press the right key on the remote 3 times and the preference page will appear.
4) Press 9653.
5) Use the up and down keys to select the Region.
6) Select 0 for all regions. 0 might look like a box.
7) Press the enter button.
8) Insert DVD.
