This is an issue with the ram memory ..either the the frequency do not match ..or the ram memory is corrupted..
Open it up ...remove the ram memory and clean the slot with a fine brush ...(careful not to touch the memory modules with bear hand due to the static electricity ..
If you have more than one module ..place them back one at the time and boot the computer ..This will allow you to see if one of them is corrupted..and you can use it without the burned one ..until you have a replacement ..
In case that you only have one module ..and after removing it and placing it back with care ..it still do not boot..you have to replace the ram memory ..
Another thing you should do is to get into bios by pressing del on start ..and in there choose the optimal factory defaults ...and press enter (use the arrows for navigation ) to confirm ..after that save settings with F10 ..and enter for confirming and restart ,,
If the modules are just not in place or not making contact well ..this will fix the issue ...make sure you press them well in place ..in the middle ..This way you assure perfect contact ..
This motherboard needs DDR1 (sdram ) modules up to 1G per slot or less...
removing the Bios battery may help to ...this will default bios system ..and will not be needed to get into bios anymore...The only issue will be that will ask on boot to press F1 for set the time ..but if you press it ..you will be lied in bios settings and in there all you have to do is poress F10 and enter ..and will boot normally ..After that set the time in windows..Ita much more easier..
Test your PSU or replace it if your power supply units fan is not working your PSU is faulty One bad lead can cause a computer to continue on a cycle or to shutdown or fail to detect/ boot up Test all leads that attach to your hard drive including electrical extensions,IDE,SATA the leads from your motherboard to your hard drive make sure they have a secure connection and are not faulty or just replace them there probably old and faulty
make sure all leads that are attached to your drives dvd\cd 3 1/2 inch floppy have secure connections and are not faulty or just replace them they are probably old and faulty ?

another possible reason could be a memory dump you might be running to many programs at the one time also you might not have enough ram random acess memory to check what is running when your computer is running scroll to the bottom toolbar right click select task manager applications and processes if you see something you dont need running select end now to check how much ram you have click start right click om my computer select properties you will see all of your computers details

both fan comes on
when you use the power switch to cut it off it will not shut it off
got to use the main switch in the rear of the case to it off
