This is happening because all your calls have been diverted to voicemail. Go to your phone settings, then call settings. In the call divert menu, select 'cancel all diverts'. When you have done that, you call diverts to voice mail would be inactive.

You can use the standard call divert codes, in example, if you want to immediately divert your calls to another number, you can dial *21*desired_number#, or if you want to do a delayed call divert, you can dial *61*desired_number#, to cancel call diverts, only dial #21# and #61# respectively, keep in mind that these services will only work if they're enabled at your number's profile, if it was the case, you can request to your phone company to enable them.
go to Menu -> settings -> phone / call settings --> call management / call diver. Provide the criteria like when the call to be diverted (if busy/ if unreachable / roaming / etc) . But your network operator should allow this so as to enable call divert to other numbers.
1) Check if you have enabled auto answer facility in your phone.
2) Cancel all Call Divert options.
3) Cancel Call Waiting
4) reactivate call divert if already have.
5) Activate call waiting.
Now try, as I have the same problem with HTC TyTN II, I got solved this way.
normally this feature is enabled by the phone co. this allows you to activate and de activate the call divert so call the phone co and ask them is this feature enabled on your line and what are the codes you use to turn feature on/off i am referring of course to a single business line and not a pabx environment...i hope this helps in some small way
