When the oven does not heat, the problem is usually due to the magnetron failing. It the part that generates the microwaves that heat the food. It fails by shorting out causing a loud buzzing noise. The burning smell is the being magnetron overloaded due to the short. It not worth fixing since the replacement cost of a magnetron is close to the price of a new oven. Sorry.
you either need a new h.v. capacitor or h.v. diode in the magnetron circuitry if you cant hear it cycle when it runs as in a low pitched hummmm when its drawing current to operate the magnetron tube, each part runs about $30 to $45 each,normally its the h.v. capacitor though
If it is running and not heating the problem will most likely be in the heating element which is called a 'magnetron' before you throw this away check with your owners manual, most of these have a 1 year warranty on the microwave.
the plate has nothing to do with the microwave heating up the food
but the magnetron that heat the food is bad and will need replacing
I would ask a electronic shop how much they would charge to replace it , and if is not worth it to you then a new one would be a good call
