Sounds like a bad heating element. This is located in a stainless steel tube under or around the main control box behind the cover around the tub. It is not hard to replace but should be done by a pro. The part is avaliable online.

when you changed the heater did you make sure you also changed out the temp sensor cause most of the time calciun builds up an is the reason for both the heater an sensor to fail calcium is ok at temps above 93.6 degrees but as soon as the temp drops below this point it will come out of solution an start to harden on the element an sensor.Always make sure to that you are getting power from the spa pack to the heater check for voltage at the main leads on the heater just because it says its on does not always mean you are getting power to the heater.Always remember with spas the problem lies where the power dies.sometimes it can even be your main top side controls they can go bad an indicate the heat is on but will not relay that to the heater.make sure you got the correct kilowatt heater also an that you have the correct one in terms of 240v or 110v also from the thousands of heaters i have replaced in spas over the years i always check to see if i am getting the correct omhs reading before i install them should be around 8-10 for a 110 an 12-13 for a 240
you have a bad motor - when a motor overheats there is a sensor inside the motor that will shut if down so as to not damage the windings and such. once your tub has cooled down for 10 mins or so it will turn back on. the fact that you can push the button multiple times just means that you are turning the air switch on the back of the motor on/off until you get to the point where the motor has cooled down and will turn back on. if you do not push the air button after the tub shuts down and you finish your bath then when the pump cools down it will come back on because the air switch in the motor is latching i.e. it is either on or off. Since you left it in the on position the motor will come back on once the motor has cooled down.
