My aoc crt monitor has no high VOLTAGE even connectec to the power line and cpu what would be the solution to this.

You need to replace HOT(Horizontal Output Transistor) see number carefully before you replace it.

Change to the lowest settings you can on the other monitor, then connect the 17" CRT. If you can see anything, go to display settings and slowly bring the settings up. If you lose the display, press "n" (there is a dialog box asking if you want to keep the settings, y or n). Most likely it is a refresh rate that is set to high. Try setting this to 60 Hz for starters.

Try to unplug the power cable from the mains for about 10 minutes then replug and try again.
Make sure all cables are well connected.
Try to test it on another computer if possible.
If that doesnt help then it sounds like a hardware problem with the monitor and you wont be able to repair it your self.
