Loosen the seatpost clamp and raise the seat. There is a safety line for maximum height, do not go beyond this point. If needs to be higher than safety line, get a new longer seatpost. Maybe a time for upgrade to a 16" or 20" bicycle. Lots of used ones out there and very cheap in cost.
If the stem has a lot of holes going down it, you should have a round headed bolt and elastic stop nut that fits thr the frame front to back that holds the seat, BUT- some had a traditional clamp and bolt that just squeezed on the frame tube.
It's pretty hard to know how to help you exactly. But this may help--- if you have (or can borrow) a digital camera, take close-up pictures of your parts then take the camera with you to a Wal-mart or wherever this bike is sold. Compare your pictures to one on display. Or better yet, take the whole bike with you. Or just take close-up pictures of the bike on display.
It might also be useful to know that the front fork (that is the two metal bars about 10 inches long that point toward the ground that the wheel attaches to) sometimes have to be spread apart just a bit to fit the wheel's axle in place. I'm talking about maybe 1/4 inch or so. If it's a lot more than that the fork may have gotten bent in shipment and you should take it back.

Hello. Any Walmart or bike shop will have replacement seats. All bike seats are interchangeable. If you take the bike to a bike shop they will probably install the new seat for you. Otherwise you will need a crescent wrench ot set of socket wrenches to do the job. Regards, Joe
A good bicycle dealer?repair shop should be able to help you. Take the seatpost and old seat if you have it with you and they can sell you one. They will definitely need the seatpost to match the seat.
