During the installation it stops after it says to plug in the camera... what could it be that isnt letting it continue the process?

You have to update your BIOS from the PC manufacturing website. When they become outdated things randomly stop working. It is a KNOWN glitch.

Windows will generally restart one or more times during the "installing windows" phase of installation. This is normal. Just be patient, and let it run. If there was a problem with your hardware you'd see a blue screen with some information on it detailing hardware issues.
Slower PC's can take hours to install everything properly. Let it run overnight, It should be just fine.

When the light is off, its mean your batteries already full so charging process stopped automatically.
After usage and the battery empty again, you can recharge them and you'll get the light is ON again.

During the boot process you will see on the screen to press a certain key to enter setup
Press and hold that key during the boot up process to enter BIOS you can load failsafe defaults or load optimized defaults ,press escape then press f10 to save to cmos to restart

During the boot process tap the f8 button three times this will boot into safe mode where the only things
working will be your mouse and keyboard enabling you to attempt to repair your computer

Either an error occurred during charging, an AC power disruption occurred during charging, the wrong AC power adapter is being used, batteries are over- discharged, batteries are defective, or no batteries are installed in the camera.
Try charging the batteries a couple of times. If that fails, try charging the batteries in an external charger. If the batteries still will not charge, purchase new batteries and try again

Try to install first the driver of the cam which is in your cd/dvd driver. during the setup process, there's a step that ask you to connect the hardware which is a cam and then plug the cam and continue setup, after finishing installation, restart the computer then that's the time your cam recognized, then continue little remaining setup to finally complete the installation.

Yes, during the installation, the Windows system sometimes will asking for the driver signature, just accept by pressing OK/Yes. Of course, u must confirm the driver is exactly matching your OS system.
