The "pins" are the 48 little tabs that are around the clock dial. That would be 2 in every hour of the 24 hour day.
Push down a pin to start the device that you want to control and pull up the pin at the time you want the device to stop.

This timer has segments around edge of dial.
Pull up all segments for times you want timer OFF
Leave segments down for times you want timer ON

Turn lamp ON, plug lamp into timer. plug timer into working outlet.
Manually rotate timer dial and watch when lights turn on-off to verify how to set segments and switch.
After correctly setting segments and switch, manually rotate timer dial until current time lines up with arrowhead or mark on timer dial.

The manual is unclear which is which.
Pull up a few of the segments located around edge of timer dial.
Segments UP for timer off, segments down for timer ON
Plug timer into wall, and plug lamp into timer.
Lamp is ON and bulb is good.
Move timer switch back and forth to see if lamp turns on.
Manually rotate dial to observe if timer segments are correct for ON-OFF.

Unplug timer and set segments, and rotate dial until current time lines up with black triangle.
Plug timer in.

Photo of timer shows segments are located along outer edge of dial.

I'm not sure if these segments pull in-and-out or if they lift up.
Usually when segments lift up, they don't come straight up.
They lift up-and-outward or they lift up-and-inward.
Put a nail file under one of the segments and see if it moves upward.

59382 is a Woods timer

I have extensive files on timers and can probably identify the timer.

Instructions according to 59382 manual are as follows:
Maximum load 500 watts, used for indoor or outdoor
Set current time, rotate dial until current time lines up with black triangle.
Around outer edge of dial are segments.
Pull up all segments for times you want timer OFF
Leave segments down for times you want timer ON
Locate switch on timer.
Push switch toward the 'V' shape that is pointed down.
(Some timers do not have the switch mentioned above)
Plug timer into wall outlet, plug lights into timer.
Lights must be turned on.

Where are the pins on the 59382 outdoor timer

The 'segment pins' mentioned in manual are tiny segments located around outer edge of dial.
There are 4 segments per each hour.
Each segment represents 15 minutes.

Use small screwdriver or fingernail to pull segment up.
When segment is up, timer is OFF
Leave segment down, timer is ON

Timer is 500 Watt.
Timer handles maximum 20 strings of 50 mini-bulb Christmas lights
