If you are having trouble accessing itunes and app store then it is possible that you have not updated your itunes to the latest version. Open itunes on your computer and check for updates then everything should start working again.
Re-install the iTunes. Go to Start/Control Panel/Uninstall a program/Select iTunes/Click on Uninstall Restart your computer Go to Apple.com and click on iTunes Download and install them.
I would also recommend you to buy a special device which helps to prevent your computer from turning off when there are power schortages.
Are you able to access your itunes account from another pc or device? If so then I would uninstall itunes and reinstall. A file may have become corrupted which has caused the issue. Restarting your computer may also resolve the issue.

out of sync with both software.

Open iTunes if not set as default. Select iPod and click Settings and disable option Open iTunes when Ipod is attached.
