It sounds more like a heater fault where the heater is shorting out. Try disconnecting the heater and test it with a meter, put one terminal from the meter on either of the heater terminals and the other on the heater casing, if you get a reading the heater needs replacing. If there is no reading then reconnect the heater terminals and do the test again this will test through the heater wiring, it will at least give you some idea as to where the fault is.

Any appliance repair center will have a hose, check your local phone book. Sears will have this as well.

please try the following with a empty machine: try any wash cycle try any rinse cycle and try any spin cycle and report back what happens.

this sounds like the fill vavle is fauty you can check this if you have a muiltmeter.
remove lid and unplug the green soliaod and check to see if open circuit.
if so replace and should be ok.

you haven't said a make and it is presumably a washer but:
waste pipe clips usually onto a spigot on the pump housing. should be accessible by tilting machine backwards. on some machines easier to remove the back plate
