Activated by a PIN number, you can set Parental Controls on your TV and/or cable set-top box to control the programs that can be viewed on your TV. There are three ways to block programs:

• By Channel
• By Rating
• By Time Period (Not available in all areas.)

The V-Chip understands television program ratings and blocks programs based upon the rating level selected. All TV sets that are 13 inches or larger are required to incorporate the V-Chip technology. Parents set rating levels so that certain TV shows need a password to be viewed. For more information on the V-Chip and program ratings visit the FCC V-Chip site.
Several cable and satellite companies offer parental control options. They allow specific channels to be blocked so that they cannot be viewed.These companies also offer the ability to block shows based on language, violence, nudity, and rating levels. This offers more flexibility than the V-Chip.

This is what I found in the instruction manual on this and I posted it here for you. Try using 3355 for the code and everything else listed here. If that doesn't work, try the very last tip which tells you how to do a factory reset and repeat the first step using the 3355 as the code.

Here's the instructions from manual:

Parental Control
Parental Control allows you to block certain channels or programs so children cannot view
programs that are not age appropriate.
To enter the Parental Control menu, you need an
access code. The first time you enter, use access
code 3355. See "Setting an Access Code" on
page 33 for information on creating a new access
code.
You can set the following options to block
content:
• Channel Lock — Blocks selected channels
• Movie Rating — Blocks movies based on their rating (G, PG, PG-13, R, NC-17, and X)
• TV Ratings — Blocks TV shows based on their rating
• Block Options — Turns on or off all your parental control settings
NOTE: You can use Clear All to unblock the channels and programs that you have set.
NOTE: If the Block Control in the Parental Control menu is enabled, all the sub screens in POP (POP1,
POP3 and POP12) mode will be blank



Setting an Access Code m
After you enter the Parental Control menu for the first time, you can set your own four-digit access
code. If for any reason you lose or forget your access code, you can use the default code.
1 In the Parental Control menu, select Change Code.
2 Using the number pad on the remote control, enter a new access code.
3 Select Exit.




Reset the original factory defaults. Press Menu on the remote
control, select Setup, and then select Factory Reset

you can go into the menu of the tv and try to restore to original defaults or try 0000 or 1234, those are factory defaults, will work unless someone changed it but your parents blocked the porn channels for a reason.

This television uses a feature called a V-Chip which allows parental control and consequently blocks channels of your choice. This set is approximately 7 years old and the owners manual is no longer available on line. You can over ride any blocked channel by entering the menu, select parental controls and enter the "secret" code. How one channel got blocked is a mystery. I suspect someone was exploring it's features when they accidentally blocked a channel. Normally the system control works flawlessly and if you have no other symptoms you need to reset that channel. That info is in the owners manual that came with your set.

From the main menu choose "Parental Controls;" it's option six.

Step 2 Choose the first option, V-Chip TV Rating Limit, and using the arrow keys and the OK button on the remote, scroll through until the TV-MA rating appears. Press the right arrow button to move the highlight over to the "Status" field and toggle to "View." Press the OK button. This will set the age-based ratings to Mature.

Step 3 From the Parental Controls menu, select the second option, V-Chip Movie Ratings Limit and change the rating to TV_MA and the "Status" to "View."

Step 4 From the Parental Controls menu select the third option, V-Chip Unrated Program Block and select item one, which will be "View."

Step 5 Select the fourth option, which is "Channel Block." Highlight the Channel field and using the channel up and down buttons, go through and check they are all set to 'View." Any set to "Block" will need to be toggled back to View.

Step 6 Lock the controls to activate the changes using item six on the "Parental Controls" menu.

hello Lock/Unlock Parental Controls
Selecting this option lets you lock and unlock parental controls settings
using a password.
If you do not lock parental controls, none of the settings for V-Chip,
Channel Block, or Front Panel Block will take effect.
If you forget your password, press the MENU button, then select Parental
Control (the password entry screen appears). Simultaneously press and
hold CH+ and VOL+ on the front panel for 8 seconds. Parental Controls
unlock and the Parental Control menu appears. You can enter a new
password by locking the Parental Controls again.
Front Panel Block
Selecting this option lets you block (disable) or unblock (enable) the TV’s
front panel. The remote still tunes to any channel. When using this as a
Parental Control method, remove access to any remote that is capable of
operating the television while you have the front panel blocked.
Don’t forget to lock parental controls after you change the status. If you
don’t, the front panel block will not take effect .if this don't work get back to me i've got manual good luck

Welcome to the wonderful world of the vchip. Making better babysitters through tecnology. From what I understand the control if placed in a ram and cannot be reset without the password. I would call RCA and talk with a tech there might be a generic unlock code like on the old playstations. You may have to prove you are the rightful owner and over the age of 18.
