I started my laptop up and the first thing it does is load the bios, after the bios loads up theres a cursor in the upper right hand corner and then disappears. Windows xp doesnt load up and i cant do a factory restore or use F10 to get into the configuration screen.

Define "normal", does it loads your windows desktop with all icons, does it loads windows, if not you might need to reinstall the Operating System. You can find a nice tutorial here http://adf.ly/ImuHt
That blinking cursor is the way in which the BIOS is telling you that Windows is missing - its most critical, core files have been corrupted beyond repair. The only thing you can do is to reinstall using the recovery cd or your own Windows install disk.
Hi! Try to go to bios(press F2) and check if the system is detecting the hdd, make sure no external devices are connected to the system.If yes, then try power drain first, unplug the ac adapter, remove the battery then press and hold power button for 10secs. Put the battery back in, plug in ac adapter and then restart the machine. If doesnt work try to use the cd to repair windows.If getting the same thing, try access safemode and then try to use system restore. Last option is to reinstall the operating system again if still no go, possible hardware problem and might need to call your manufacturer.hope this helps...

It sounds like a problem loading the operating system. Try booting from an installation CD to see if anything comes up... if it loads from the CD, there could be a problem with your hard drive. When it turns on, try entering the BIOS by pressing the correct key (usually DEL, F10, F12, or F2) Make sure that the boot device is set to your hard drive. If you do this and it loads with an error saying 'insert boot media' or 'boot device failed' you'll have to either try fixing your boot sector (which can get tricky, but I'll walk you through it if you really want to attempt it) or a much easier fix, reinstall the operating system.

This sounds like you have no operating system on your laptop. I bet someway, just as I did before, you have lost your operating system, and it needs to be reinstalled on your computer.
Open your system and fix any cable inside the system, maybe gor a loss connection. i guess that hard drive not detected. so fix it. please tell me what happen next i will surely give you more solution in it.
do not rate me if this not solve the problem.
at last remove and clean the memory fit it exactly to the slot.
Hi,
On some Compaq models, entry to CMOS/BIOS setup requires pressing F10 as soon as the cursor (white box) appears in the upper right hand corner of the screen (The cursor is displayed on the screen for about two seconds. If you do not press F10 during this time, you must restart the computer and try again.);
Alternately on some other models, it is at boot when you see the "Compaq" log in big letters.
hope this be of some help/idea. Post back how things turned up or should you need further information.
Good luck and kind regards.
