Check the hard drive for partitions, it could have several partitions, but only the first partition has been formatted.
Go to Control Panel - Administrative Tools - Computer Management - click on Disk Management and look at the Western Digital it could be Disk 1.
If you see unallocated partition, you can create and format this partition.
OR
You can delete the existing partition and create a single large partition and then format this partition.
NOTE - this process will delete the existing data on the hard drive.
