Check and replace damaged component/s at its horizontal scan output section circuit. Check the LOT (Line Output Transformer) too for damage. Replace the horizontal scan output transistor. Check the input voltage to LOT. If the voltage is absent check the feeder resistor; if any. If you wish to get some details; check the site linked here. I have the schematics for this TV but the only resistor I see is label as R4114 and its value is 10K ohms, 5% 3 watts.
I could send you the schematics.
Let me know if you required further assistance.
This may help with yours since it was built in 99

MODELS: CTC195/197, MM10x, CTC203 Chassis with F2PIP
DATE: July 14, 2000
TOPIC: F2PIP
The following modifications are required to change FPIP POR timing for added
reliability.
NOTE: All chassis manufactured after 950XXXXXX have the modification
installed.
Follow these steps in order.
All CTC195/7 – All CTC203
1. Insert a 2.2K ohm 0805 size SMD resistor from pin 21 of U18100 to ground
(192096). Note: This may require “piggybacking” the resistor on top of
C18114.
MM101 Chassis
1. Insert a 2.2K ohm 0805 size SMD resistor from pin 21 of U18100 to ground
(192096). Note: This may require “piggybacking” the resistor on top of
C18119.
The next steps are dependent upon the chassis under repair.
CTC195F, F2, F3 chassis
2. Replace R18111 with a 100K resistor (192084)
3. Replace C18118 with a 330nf cap (220132)
4. This concludes the modifications for these chassis.
CTC195/7 (except CTC195F,F2,F3) and all CTC203
2. Replace R18116 with a 100K resistor (192084). Both are off pin 23 of
U18100
3. Replace C18121 with a 330 nanofarad cap (220132)
4. This concludes modifications for these chassis.
MM101 Chassis
No further modifications are necessary.

There is much more likely wrong with the TV. Resistor don't normally burn out with help, say, without a failing flyback transformer and possibly taking a transistor or two with it.
If you need the manual, go to

and type in "F31317" into the search field, you will several listings.
If you decide to replace it yourself, here's some more part numbers in case you need them.
