The error that you get indicates more of a proxy problem than a virus problem. If you are behind a proxy, you have to have this added to your Chrome shortcut, in the Target field after the location of Chrome: --proxy-server="proxy:port" where proxy is the address of your proxy and the port is the port number.

If you are using proxy server you will have to let Chrome know you are using it.

Google Chrome may not be using a proxy from your ISP odds are that it is not so you will have to go into the tools and options and then select connections section and disable the connection for proxy server usage just un check it not to use any proxy servers that is what is going on. Try this.
to fix this error, open Internet explorer browser and navigate to tools ,internet options. Under internet options choose connection tab, then select LAN settings and see whether the check box is checked or not for the option to use a proxy server for your LAN.

Do you normally use a Proxy??? If not, then yes, it's most likely a virus that sets proxy settings, directing all your network traffic through the hacker's proxy. There, they capture all your internet traffic including login IDs and passwords.
If you have no idea how long this has been going on, then they have all your information already. Hacker proxies get shut down fairly quickly, hence the error you are seeing now. However, the damage may be done already.
Do a full virus scan, then go to all your online sites and change all the passwords - soon!
