Plug timer into outlet
Plug lights into timer
Timer turns on automatically at dusk + override lets timer run during daylight hours
Timing cycle repeats each 24 hours
Use selector button to set timer
Timer must be reset after power outage or after unplugging timer.
Rotate selector button and choose one of following

F > Lights are OFF
O > Constant ON
1 through 9 > timer turns ON at dusk and turns OFF 1 to 9 hours later
d > timer turns ON at dusk and OFF at Dawn
1. through 9. > timer turns ON immediately and then turns OFF 1 to 9 hours later
Maximum wattage 1000
50 mini-bulb-string of Christmas lights is 25 watts

Timer does not come on when set

Timer is not identified.
I don't have repair for defective timer.

Do I set the GE timer # 15089 to Auto on or Auto off for it to be activated. I had it on Auto on however the light stayed on all the time.

I don't have repair for defective timer.

Timer should be set to Auto ON for timer programs to run.
Auto OFF is temporary override, and timer resumes schedule at next set point.
ON is always ON
OFF is always OFF

If timer is not operating as expected:
Test outlet for correct polarity and electrical problems using cheap circuit analyzer from hardware store.
Timer programs can have conflicts. Make schedule before setting timer so there are no overlaps that cause timer not to function as expected.
Current time has not been set. Set current time including current day.
Set button has been accidentally pushed, and a number or CTD appear in display.
Timer needs to be reset to clear conflicting programming or error. Push reset button with paperclip and try programming again.
Timer is not able to handle intended load. All timers work for incandescent bulb. Connect timer to incandescent lamp and see if problem continues.
Timer is defective. Buy another timer from Home Depot and return defect in new package.

I installed the GE Basic Timer 15070 ok. I set on and off times followint the insdtructions several times. The time will tunr the light on at the set on time but it never turns the light off at the set off...

Something doesn't sound right.
I have two of these timers and cannot figure out what your timer is doing, unless wiring is wrong or timer is defective, or you connected timer to 3-way switch.

15070 is single pole analog timer that requires neutral wire.
Slide switch is set to 'Timer' for automatic timer functions.

Can not set up my hydrofarm timer to come on for 1 min and off for 5 min.

You posted next to a photo showing hydrofarm analog timer with segments located on dial face.

Analog timers have a minimum set time of 15 minutes because the trippers-or-pins-or-segments are made certain width.
If you want 1 minute ON and 5 minutes OFF, you need digital timer.
Most digital timers have minimum set time of 1 minute.
But digital timers have limited number of set points per day unless you get into heavy-duty Intermatic timer like the ET70115 timer with 100 or so set points.

If you want 1 minute on and then 5 minutes off, and want to repeat that same cycle over and over throughout the day and night, you would need 240 set points.

If you want the cycle timer to operate certain hours only, then put ordinary 24-hour timer between the cycle timer and the load.

Do not know how to set timer DT300 for Lights

Hi

Programming:
Set present time
Then set ON time for program 1
Set OFF time for program 1
Then set ON time for program 2
Set OFF time for program 2
Most timers will not function if there is a conflict in programming > for example Program 1 says ON at 6 and OFF at 7 and Program 2 says opposite or has overlapping times
When events are set, press SET once > this will put timer in RUN mode

If manual override works, and you set programming correctly, but timer does not carry out instructions, I guess the timer is no good.

Generally this type of timer each set the same way:
Instructions:
Timer tuns ON automatically at dusk
Use dial to set 4 possible options:
Set dial to Off , the timer is always OFF
Set dial to ON, the timer is always ON
Set dial to Dusk-Dawn, the timer is ON at dusk, OFF at dawn
Set dial to 2,4,6,8 hours, the timer is ON at dusk, lights OFF 2,4,6,8 hours later

How do I set it and can I use it indoors?

I see nothing in the manual that says 'outdoor use only' EXCEPT timer runs on photoelectric eye.
Timer turns ON automatically at dusk, so if timer is inside, and indoor lights are ON, then timer stays OFF.

To use timer outdoors.
Plug timer into wall.
Timer turns ON automaically at Dusk.
Rotate dial to set how long timer will stay ON.
Set timer to turn OFF 2 4 6 8 Hours after dusk
Set timer to turn off at dawn
Set timer to ON so lights are ON full time
Set timer to OFF so lights are off full time.
