How did you get it? also you could call up a gameworks the people who work on them have to deal with that all the time.

I used to work as a Technician for gameworks before they closed a few venues down. The management chip is a RFID based card counter that expires after 800 cards have been dispenced. I have not found a way around it as of yet (i personally own a Dinoking machine), but to get a new one, you gotta buy a box of cards from Sega and the chip comes with them. Down fall is the box of cards is close to $400 a box!

I see sega genesis on the input of my tv but cannot view or play the games. what am I doing wrong?

Channel 3 or channel 4 for the rf switch that Sega Genesis console will only work on these two channels and it could be that the graphics chip is going bad and the ram chip is going bad then.

I have 1985 Sega hang on......plays but won't

I don't think Hang On has a DIP switch for gear shifting or speed, it sounds like you may need to calibrate or replace some of the controls. Here is a link to the owner's manual.

Dear Sirs, I require an original manual / technical documentation or copy for the SEGA Astro City arcade cabinet.

You can find a PDF file of the manual at arcadecontrols.com, I don't know much about arcade cabinets, but the documentation seemed pretty comprehensive. Good luck!
