I am unable to identify the 16uld timer.

That being said, any timer can operate Christmas lights.
If your timer has photoelectric eye, then it has to be placed outside where it can respond to dusk and dawn changes in light.
But there are some Woods timers that have photoelectric eye, and that feature can be overridden.
Again it depends on the timer, and clear identification would help numerous folk who are asking fixya about your same timer.
