Hi,
Firstly, please ensure that there is shampoo in the tank and the tank is correctly and fully inserted. There are 2 ways to dispense shampoo on to the carpet:
1. Use the solution trigger on the underside of the handle (numbered 2 in the picture below)
2. For tough stains use the "Clean Surge" button to dispense extra shampoo (numbered 3 in the picture below
The "Clean Surge" button is the smaller button on top of the handle.

I'm sorry, there seems to be a problem displaying the picture. I will try again, but if it doesn't appear this time, it is due to a technical fault that I am unable to correct.
If you can't see the picture, the shampoo trigger is under the handle - squeeze it to release shampoo while you are moving the vacuum and use the smaller "Clean Surge" button on top of the handle to release extra shampoo for tougher stains.
I'm sorry the information provided didn't solve your problem. I did request that you post back for further assistance if you were still having difficulty, but I'm sure you'll figure it out . . .

Probably plugged with soap. Try to clean the hole under the shampoo dispenser. Put plain water in the dispenser and hope it gradually cleans it out.

My Bissell did this same thing and it took forever for me to figure out. Seems one of my kids turned the dial that says heavy traffic, normal traffic around and around. All I had to do was turn it back until it wouldn't turn anymore and VOILA!

Few possible causes
1. Valve under the sponge (water tank) is clogged. Replacement HERE.
2. Tray is now lowered all the way down.
3. You use non-foamy solution.
4. Carpet is very dirty so foam gets broken up very fast
