Your fixing film is damaged.
Replace the Fixing Film - it is not easy to do.
Call a technician to install it.
Or buy a new Fixing part : Fuser - Fixing Film Assembly 120V : FM2-3346
Fuser - Fixing Film Assembly 230V : FM2-3353

SOURCE: we have canon copier ir 2016j, it started giving

Error code E007 on an ir2016 means that the fuser film has a fault. The fuser film is the black sheet that melts the ink into the paper on the final stage of the copy process. It more than likely has ripped apart. You will need to call a service tech for this one.

This is the standard Canon error for the fixing film of the fuser assembly not rotating. The film is most likely damaged and will have to have the whole fixing film assembly replaced. It's not a job for the lay person to do. Best left to a technician. Good luck.
