I have owned 2 phantoms over 5 years. Most likely the problem is with the hose. The Phantom's hose will invariably need repairs over time. The hose swivels break and leak causing the pressure to drop. Even one leak will cause the cleaner to slow substantially.
The pressure gauge that came with the cleaner is very helpful. It will tell you if it is a pressure issue or the cleaner itself. Check your hose swivels and joints to look for leaks. Next check the filter screens (one near wall and one in the back of the cleaner). Finally, look at the hose's connection to the wall. The culprit is likely one of the above hose related issues.
Check That There Are No Problems With the Hose
It is important to know that the pool cleaner operates mechanically, 7 days a week and in one of the harshest environments out there. Chlorine and acid and other chemicals in the pool will wear down parts in the cleaner that will need to be serviced and is always something that should be kept in mind as you monitor your pool cleaner. When you start seeing the first signs that it is not working as effectively, get it taken care of!
