The CPU fan or the fan in the switch mode power supply is faulty.
OR
The CPU fan blades is hitting some wires inside the case or the fan bearing is faulty..
Remove the cover from the desktop case and see if the CPU fan is clear of obstructions.
Check the CPU fan spins freely, if not then replace the CPU fan.
If the power supply is faulty then replace the switch mode power supply, unless you know what you are doing. Mistakes made inside this power supply can be fatal.

When the vacuum is turned on, it makes a HORRIBLE noise. I thought the belt was bad. Removed it, looks fine. Turned on the unit w/o the belt/roller brush. Same noise. I don't know what else to check. Help...

You have probably broken the motor fan. An out of balance fan creates a great deal of noise and vibration. Fans are inexpensive, but require a good deal of disassembly for replacement.

Fan blades will not move when first turned on then when finally get going fan makes horrible rattling noise

Either the bearing on the motor has gone bad or maybe a little spray of w40 may solve the problem. Provided the fan blade is not touching anything.

Commercial cabinet vent fan suddenly starts making a horrible noise as though something is stuck in the fan.

It sounds like the fan bearings are shot. You will have to replace the fan to get the peace and quiet back.

My dryer was making a horrible scrubbing noise and now won't dry

My 14 yr. old Maytag dryer made the same type of noise. It was the fan. The plastic had broken loose around the shaft. As the shaft turned fast, the fan turned more slowly, hence the noise. Replaced the fan ---- perfect drying and no noise. $26.00 for new fan.
