The Tork 602A mechanical outdoor timer with 2 grounded outlets.
Tork 601A and 602A manual
http://waterheatertimer.org/pdf/Tork-601A-Manual.pdf
Manual has images of timer that will help.

Plug timer into outdoor outlet.
To set current time, rotate dial clockwise until current time lines up with arrowhead located on inner dial.
Dial is divided into light and dark sections that represent day or nighttime hours.
Reset time after power outage.

96 pins located around timer dial are used to set on-off times.
Each pin represents 15 minutes in 24 hour day
Move pins in-or-out with fingernail or ink pen to set timer on-off functions.
With Tork timers, usually when pins are out, timer is ON.
When pins are in, timer is OFF.
To double-check pin setting, manually rotate timer to watch when lights turn on-off.

Set multiple ON/OFFs each day.
Change on-off times by resetting a pin or two.
Timer repeats every 24-hours.

Manual ON/TIMER switch is located on inner dial.

Set Manual switch to TIMER for programs to operate.
To override time and turn on Load, move override to ON position.

Timer that has a 20 minutes interval up to 1 hour

More information is needed.
For example, a) what voltage timer is needed, b) what Load are you controlling and c) how does timer mount?

Easiest solution is 60 minute repeat cycle timer.
Timer knobs are adjusted, or the timer dial rotates once per hour and 20 minute timing cycle repeats each hour. The cycle repeats 24-7-365.
If you want the cycle to operate certain hours of the day, another 24 hour timer can be installed in-line.

Calibrate clock

http://waterheatertimer.org/pdf/Tork-8000Series.pdf

Tork 8600 is variable cycle timer.
Each revolution of dial is 60 minutes, 30 minutes or 6 minutes depending on model.
60 minute timer has 2 models, 120V and 240V.
Other models are 120V.
If clock is not keeping time, then clock motor is bad.
I don't have a source for clock motor, and suspect that a new timer is purchased and then installed into existing box.

Link below sells 8601 60 minute 120Volt
http://www.weisd.com/store2/tork/torktimer1.php

To set times, the dial has tabs located around dial.
Tabs are tilted in or out
Tab out = NC terminal has power
Tab in = NO terminal has power

I need a plug-in timer that I can turn something ON for 5 minutes every hour. What can you suggest? Henry

You need a 60 minute cycle timer capable of running 12 cycles per hour.
Usually this type of timer is heavier duty for commercial applications like garden irrigation or misting, stock feeding, or cattle barn ventilation. Commercial applications require reliable long-term product with higher price.
Average mass market plug-in timer is lighter duty, and is used for turning on indoor lamp or outdoor christmas lights a few times per day. These timers are inexpensive 'corner store' items priced at 6-15$. There would be no mass market for for a plug-in cycle timer as specific as your requirement.

Intermatic makes a panel-mount digital cycle timer you could wire to short extension cord.

Tork ACT cycle timer is less precise, but could be wired to short extension cord:
