Paypal has built in issue resolution tools. Go online to Paypal, login as before and file a complaint for Merchandise not recvd. It may still be early for that.. 10 days is not uncommon, especially is using Post Office for packages.
Go ahead and file a complaint now, and if package arrives you can cancel it, or do nothing and it will cancel itself.
