If there is voltage on the battery terminals then the battery must charge. Also if there is no indication of charge on the display then it can be relative problem of the board.
To confirm try to get hold of a similarr battery to swap and test so as to confirm if the battery is good and if the other battery shows a charging indication. If not the board can be faulty.
