You could gently reheat it then immediately wipe off the plastic with a soft cloth. However I wouldn't know if i would be safe to use. The plastic wouldn't harm you but if the non stick part is comig ff that's up to your judgement. :-)
from the ceramic or glass cook top will be a slow process cant scratch the top hope its not tuppa ware it will smoke plastic scraper or solid plastic spatula with hob off .. boiling water little at a time may have to low heat the hob again
The two No. 5 Torx screws are under the label. Just peel both sides away a little and you can access these screws. Then pry open carefully with plastic spatula or something thin made from relatively soft plastic material. Good luck!

youll have to run a whole cycle again and pay attention to when the heating element comes on again. Once its hot the plastic will be soft enough to remove it with a tight cotton rag. Use you oven mitts for protection. Hope this helps
Your problem is: Children tried to surprise you by doing dishes. The plastic spatula melted and stuck on the heating coil on the bottom
This is a common problem. First, thank the children, it really wasn't their fault.
It's going to take some effort but you'll have to scrape/remove the plstic from the element. Replaceing the element is not a repair I recomend for the average homeowner.

Wet a hand towel or multiple layers of paper towel and lay it over the
sticky residue and turn the unit on high for 20 to 30 seconds to heat
it. Then use a plastic spatula to scrape it off. The heating should
loosen it up and the plastic spatula should be safe to scrape without
damaging it.
