Your unit is gear driven and is contained in a mechanism enclosure.The roughness your feeling when turning it are the worn-out gears.One cause is it might have ran out or dried out of gear lubricant.The motor drives a belt to run the gears so the motors are running fine.Your gear box is the problem.

Washer makes grinding/loud sound and will not agitate-spins fine

Look under the washer. Is there a little pile of black rubber shavings? This sounds like the basket coupler between the motor and the drum. If the coupler is the problem it is inexpensive to fix. Some also call this part the "clutch". It kind of looks like a hockey puck with six holes in it... three for the motor, three for the clothes drum. In your case, I suspect that the holes are intact in the direction of spin, but as soon as it reverses for agitation, it breaks out through the back of the holes.

Washer makes loud grinding noise during agitation and does not agitate - it is a maytag atlantis.... fix or replace?

I suspect the thrust bearing kit is bad. This comes with great instructions and is easily replaced. I would recommend changing this before replacing the machine. You are not out much if it does not work, but I am confident you will get it going by replacing this! This is a VERY common problem with these washers and the new kit has been redesigned.
