RCA D52W19 The power light comes on three times and it makes a noise but the tv does not come on

what kind of noise? is it like an electrical buzzing?
a rapid clicking?

3 times means a convergence problem on many tv set, I will check exact codes on your RCA.

Thats the eroor for the flyback and CP150 needing replacement you can get the flyback # 259296 and the CP150 at the following link and they give free step by step instructions on how to do the repair.

I would try replacing CP150 , CP114 and also CP120 as those three capacitors have been known too fail which will prevent the set from powering up.

CK capacitors cp114,cp120 cp150 they are on the Deflection Board.

thats not a fuse issue, its a defective flyback. You can get a replacement flyback at the following link with free installation instructions so you can easially install it yourself. You need flyback number 259296 here is the link.

Describe noise.. Chirping 3 times? does the led on front flash

Sound? audio from station.. or noise this set is going into shutdown. the processor is seeing a problem with its safety cuircits and shutdown the set it will try to restart the set 3 times and then lock it down. it can be many things. the processor has an error log.. technician can get in and read codes.
