Here is what it does sitting on a card board box. see link.
fans stuck on high tells me someone bricked your MOBO.
the fans are specail PWM modulated fans
the CPU fan from HP blows fast for like 3 seconds at power on
then goes slow. real slow (HP magic Quiet fan technology its called) but needs a real 4 pin HP fans to work , are they.?
i cant see your PC, so can't comment in details ,nor can anyone
blind to those facts.
IF some yoyo flashed the BIOS wrong, BIOS will be Dead
we call this BRICKING a MOBO.. (hp has fix, but takes direct intervention and a special BIOS reset file to fix BRICK mode.

It was tested on many different and super old and cheap VGA cards. even $5 cards work here, for sure in BIOS.

we get for 4 errors at POST , we hit F1 and boot to F9, flash memory runing linux or windows LIVE PE as seen there.
now a little secret , this is not a HOME PC,
its for a thin-net Business only.
this PC, boots to PXE NIC card to the OS server, new out of the box. or if you replace the bad coin cell, (all mine were bad)
and or pused the CMOS reset buttun inside.
to cure this , fact of the matter we go in to BIOS (cant if screen dead) and turn off PXE first. then set the boot order for correct.
its no Home pc but makes one heck of a home media server
wow, does it work for video, it screams live streamed movies here.
this PC does flash codes, beep codes and BIOS POST erros
it has huge number of POST errors possible
each and every one in the service manual, if you read it at HP.com
ask. for the link..... its free to read at any time.
that fan blow thing, smacks of others, doing one of 2 things.
1: flashed the BIOS wrong.
2: or in the bios screens there is a fan over ride speed.
push the CMOS reset (after new coin cell put in) its 10 year old cell and quite hopeless.
the reset always puts the fans back to low speed at boot. normal
then turn off PXE totally or you will never get this PC to boot.
also in the BIOS, is the ROM, enable or disable,
leave this on.. or the video card may act up, and go dead.
if you thinks this is it , reset the BIOS. via that button there on the mobo yellow buttun just above SATA 4 jack, on the mobo.

its always best to :
1: fresh coin cell it. (2007 cells are NO GOOD)
2: then power up and push the yellow button first. on mobo.
3 then in bios turn off PXE , totally,. that mean missing in boot order to., in the boot order pages.
that is it on 4600, (unless you have bios codes , do tell ) and ask.
First, be sure the monitor is connected, and powered. Sounds stupid, but I have had the problem.
Next, When you start it, do you hear one beep while the boot process is going on?. If no, the problem sounds like the motherboard. Are you comfortable taking the side off? We will be looking for any lit leds.
This being my first time, I am not sure of the protocol, But, give me
a little slack. I wil look in my service files for information on that
model.
Nothing to do with your problem, but you need to increase the memory to at at least 2Gb if you are running XP.
Let know what more info you can give me. Any thing abnormal helps.

this PC never makes a sound on good boots
by design. this PC is 2007 year. not year 2000.

There are no beeps though it had the problem before. I can turn the monitor on and off fine and the only lit LED I can see is about an inch to the right of the cmos battery. Strange... it now shows a blue screen (not the blue screen of death) but a HP boot screen (press any key for ROM messages) but it is non responsive including the function keys.
