Unlock usually means the phone is unlocked for different sim cards by different companies. For example, I have an ATTphone and I unlocked it for use on Tmobile network. Also, applies for taking your phone to another country to use their cellphone network providers.

Factory reset only changes the DATA of apps, user settings, phonecalls, messages, etc.
Unlock is not connected to that portion of control for factory reset.

Your handset can become fully locked due to exceeding the number of attempts to enter the correct unlock code. The type of handset you have will determine what process to follow to see if the handset can be unlocked.If your handset appears with a Code Error or does not unlock with the first or second attempt, you will need to call Customer Service to confirm the code. Once the handset is fully locked it will require manually unlocking from Optus and your handset will need to be sent away.
