A WKR 1060 SHOULD BE AN R-22 REFRIGERANT UNIT AND IT SHOULD STATE SO ON THE UNITS TAG ON BACK OF THE UNIT.
I IT IS IN FACT AN R-22 MODEL 1060 IT USES 9oz OF R-22
IF IT IS AN R-134A IT USES 10 oz

Breezaire WKL 1060. System was working but had iced up. Then followed instructions to clean up and restarted. It runs for a short period of time then shuts off with an E1 error code.

ON A WKL 1060 AND FOR THAT MATTER ON ALL WKL UNITS THE E1 CODE IS NOT AN ERROR CODE ITS A FEATURE.
ON INITIAL START UP OR AFTER UNPLUGGING THE UNIT FOR MORE THAN 10 MINUTES (RESETING THE BOARD) THE UNIT WILL RUN FOR 30 MINUTES AND THEN IT WILL CHECK TEMPERATURE INSIDE THE WINE ROOM, IF THE TEMPERATURE IS 70 DEGREES OR ABOVE IT WILL DISPLAY E1 AND SHUT OFF THE UNIT. YOU WILL HAVE TO RESET THE UNIT BY UNPLUGGING IT FOR NO LESS THAN 10 MINUTES TO RESTART THE UNIT, IT WILL RUN FOR ANOTHER CYCLE OF 30 MINUTES AND IT WILL RE CHECK TEMPERATURE AGAIN, IT HAS TO READ 69 OR LOWER FOR THE UNNIT TO RUN NON STOP TILL IT MEETS THE SET COOL POINT OF 55 DEGREES.

II started up my 1060 two days ago. The fanis working properly but Idon't get any cold asir. A service person rechareged the coolan but still no cold air. I have unplugged it for the time being

The service person shouldn't be recharging the refrigerant unless they have found and repaired a leak. Or do you mean an antifreeze solution that is pumped round the system? If so the service person should have checked the cooling system was working before adding coolant.

I am trying to recharge my Breezaire WK8000 cellar unit (which Breezaire said could be done), but the unit has Rivits at all corners. How do you get to the compressor to recharge this unit?

DRILL RIVETS OF WITH A 1/8 DRILL BIT AND ADD AN ACCES VALVE.
UNIT SHOULD NOT BE RECHARGED WITH OUT PRESSURE TESTING UNIT AND FINDING THE LEAK FIRST, OTHERWISE THE FREON WILL SCAPE AGAIN

Breezaire wkce 1060 does not cool my wine cabinet adequately unit worked OK (but not great when new). Now the unit is 4 years old and will not cool the cabinet more than 11 degrees below room...

I'm not familiar with your unit, but sounds like condenser problems. Check for a dirty coil on the backside or underneath the unit. Also, if it has a fan for that coil, make sure it's running when the compressor is running and that the blades are clean. Other than that, it could have developed a refrigerant leak.
