The short answer is "The tip should be set to positive (+).

I found an old Vector VEC127Y Spotlight. It appeared to be in perfect condition but the battery was dead and there was no charger. I was able to buy a replacement battery at BatteriesPlus for $21 USD. Here is the link for the battery
REPLACEMENT VECTOR VEC127Y BATTERY
I also purchased a Universal A/C adapter to use as a charger at BatteriesPlus for $17 USD. Their site does not list it yet but here is the manufacturers link. Please note the original battery was rated 6Ah. The replacement is only rated for 5Ah. Which means one less Amp hour (Ah). Which means a shorter run time, after charging, than the original battery had. Otherwise they are equal.
UNIVERSAL AC ADAPTER
I installed the new battery. I set the AC Adapter to 6V and installed the largest of the seven adapter tips that came with the charger, with TIP set to be positive (+). I opened the battery compartment of the spotlight and disconnected both the red (positive +) and black (negative -) battery leads from the battery. I then plugged the adapter tip of the Universal AC Adapter into the spotlight and plugged the AC Adapter plug to a power outlet. With a multimeter I tested the polarity of the spotlight battery leads while charging. I was able to confirm that the Adapter TIP should be set to positive (+). After reconnecting the spotlight battery leads and setting the AC Adapter to charge, I have a perfectly great spotlight in full working order.

Can I charge a mobile in a car with positive earth

Bottom line is yes, but how the charger connects must be compatible.
If it's a wired charger, connect the charger power wires with proper polarity. Positive to positive, negative to negative.
If the charger is a cigar lighter type, then make, build, or squire a reversed polarity jumper. A male cigar lighter jack with wires output and a female cigar jack on the end of the wires where polarity is crossed.
Please be more specific for a better short answer.

HP pavilion dv2000 polarity

If you are referring to the polarity of the DC voltage at the plug-in tip of the charger, the center pin/socket is the positive, and the outer ring is the negative.

Looking for a 120V to 12V charger for a Professional"s Favorite 17.5 million cp spotlight.

You should be able to use any AC adaptor that puts out a 12 volt DC current and has correct polarity. Based on the estimated size of the battery powering your spotlight, you probably will want a charger that provides at least 1000 mA of power--the charger that came with my ThorX 10 million cp spotlight puts out 1500 mA to charge the two batteries in that light. A lower amperage rating will increase the amount of time it takes to charge your light, but it should still work.
You can find a replacement charger at Radio Shack, which sells chargers that can be fitted with a variety of different tips. However, you might be able to find a cheaper universal charger with a tip that works at a discount store like a Walmart, or you might get lucky at a thrift shop or second-hand store and find a 12v charger that will work with your light. 12 volts is a common output for a lot of different devices, so it shouldn't be hard to track a replacement down. Just make sure you have the adaptor tip polarity correct, or else you could make your battery explode if you try to charge it with reversed poles.

A quick question, I have an Acer Aspire 5516 and today the charger just flat out stopped working. it was a 19v 65w charger, then I had gotten a universal charger that came with 19v 75w and 19v 90w tips. I...

You do not have to be worried about the wattage. Wattage (in the case of chargers) is the capacity a charger can provide. So higer the wattage better it is. However, higher the wattage higher the price usually. Voltage has to match. But the most important thing to look for when you buy a universal adapter is the polarity. Take care to match the polarity. Polarity will be represented by a small line encircled by a circle with + AND - . If you look at it carefully you will understand that it is trying to tell you what polarity is the inner lead and the outer lead. You will see this marking on the charger and also on your laptop close to the DC in. (Usually the inside lead is positive and the outside lead is negative) However some manufacturers reverse this. (I have no idea why they do it though I think some kind of regulatory body should make a standard to avoid unsuspecting users from frying their devices). If your voltage and polarity is matching you are good to go with 65 watts or above. If this holds good, don't worry about any listings.

if you are going to use 1 charger from the other unit make sure the voltage is the same and the polarity matches. almost all units have the polarity where you plug in the charger to the unit. (+ or - on the tip.

Looking for a charger/adaptor for a toy RC car

Buy a "universal charger" wall wort. Most will chargs 1.5 VDC to 12 VDC in steps adjusted by a slide switch. The polarity of the tip is switchable from + to -, so be careful to switch the tip to the right polarity for your radio. Try to find one that has close to the same current output that the original charger had. Good Luck,
Longshorts.

Charger

next to the jack on the camcorder it should have a diagram that shows polarity (a + and - sign) for the plug, the tip should be one sign and barrel or outside of the plug should show the other polarity. you have to have your plug with the correct polarity, and you have to have the correct voltage( it should say 9v or 12v or something like that) and the supply you use should be as high or higher of a current rateing as recommended in your users manual or printed on the supple that came with it.
