Repair manuals aren't available for free download. Owner/operator's manual are though. Most service centers won't even repair electric trimmers, saying that the work is not cost effective.
Here is a link to the closest thing to a repair manual.

How long should you leave a Toro 51464 trimmer plugged in to charge?

Charge the battery for 24 hours or until the charge light is green before first use and after every use. Important always recharge the battery after each use. Storing the unit with discharged battery will reduce the life of the battery. This is a lead acid battery has no memory and does not need to fully discharged before recharging.

How do I replace the line in an 11 inch electric toro trimmer I can't turn the part that would come off to put new line in.

All I can do is refer you to the manufacturer's instructions. See page 5 after downloading your user manual. If you can not turn the cap off, then the cap is possibly cross threaded onto the shaft end and/or the threaded end if the driveshaft is stripped. See if the user instructions are of help to you.

I cannot get more line out of my toro 15" electric trimmer. It cannot be empty, it has only been used once. The cutting line will not extend out any more. Should it not?

Sometimes the line can become fused together.remove the spindle and manually pull the line. Replace and the tap and feed should work fine.

Want down to down load owners manual for Toro 7 inch trimmer model 51556

If you use this link:

http://manuals.mtdproducts.com/mtd/Public.do?BrandCode=10001

Then type in your model and serial number, You can download your User's manual. Toro is pretty fussy about handing out manuals hence the model number AND serial number are required in their site.
