The model indicated is a Plasma set and if blue dots in motion (moving) may be either on the MAIN board (processes all signal) or it is even possible to be a problem on the power supply board.
Most likely a shop repair as someone would have to look, order board/s and actually replace them to find which board is bad.
hello my name is rico, you have bad convergence problem. you need to replace the stks inside the tv, and look for colder on the boards. you gonna need a gun solder, solder, chawick, 2 stks(look in the tv for the number loooks like stk392-120 o something like it) look for bad fuses. that should fix your problem. if you need more help let me know at 602-810-7149.
There is no solution - eventually the entire picture will turn blue. It's out of warranty and replacement of the light engine is way too expensive. Start shopping for another tv - I did
I hate to tell you this but what is called a filter 'Analyzer or Polarizer that is positioned before the Blue's LCD panel is going bad or has a great amount of dust build up on it. A Good TV Service with experience on these types of LCD TV's should be able to tell you what the cost of repair is. Blessing, A/V Media Guy
it sounds like your blue convergence ic is getting weak you need to replace the ic's STK392-110 and you should replace both because when 1 is bad the other will go real soon. They are inexspensive at the sight I posted and you will also get free tech online support if you purchase them there. http://servicemanuals.vstore.ca/
that is a convergence fail. would need dome new parts and board rework. expect somewhere in the neighborhood of $200-$500 for repair from most tv service centers.
