Blue cast is more likely to be due to bent pin, loose connections of the VGA cable, look for that first. It can be the video card itself, so try it with another PC also.

Acer 2016W - When powered on, it shows colored lines (blue, green, red, yellow - vertical) and then goes to a blueish-green display color, no deskktop display at all, have tried switching out monitor...

Yep,

When the capacitors start to go out it causes the power supply to not provide the correct voltages. You monitor has the back light power but the 5v power going to the video driver board is not working correctly. Here is a link to a repair guide that will show you how to open the unit, remove the power supply board and what capacitors need to be replaced.

Crt monitor gradually develops a yellow tinge after being turned on for a few minutes. It fluctuates annoyingly. It is about 4 years old. It is a Samsung SyncMaster 753DFX Crt monitor.

CRT monitors have three color "guns" in them - Red, Blue, & Green. If one of them is starting to go south you will have a tinge as you describe. To make sure it's the monitor, try connecting a different monitor. If the monitor is the problem, it's not worth fixing. Replace it.
If, after changing the monitor you still have a color tinge, you have a problem with your video device in your PC and you need to have it checked out by a PC Technician.

Screen turns like a blueish color???

Hi,

This is because of the degauss error. If its a CRT monitor, please try to degauss it yourself, if you have the option in the monitor, else, take it to the nearest service station and ask them to degauss it.

This would help..

does VA2026w fail on 2nd PC?
old monitors (trashy) have CCFL back lamps
and go yellow tinged for white, and yellow added to other colors are trash. too.
let me C 14 carbon date this MON.
2007 made and is CCFL lamps and all are bad now
or yellow dog tinged or changes hot../cold or random.
time to get a real monitor called LED 2010 or newer.
2007 are junk,
the CCFL will go dead next. all do.

here is what mine looks like, then,.... long ago.
just like this.

Monitor is blueish

If the Blueish problem appears try play around with the VGA cord and see if the Colors comes back, if not, try hiting the monitor to see if the lines and color problem comes bcak to normal. If not your monitor's circuit board needs some dry solder, it could be the cold solder problem. Cheers.

Monitor color

mostly is because the video card is defective, try to replace with another video card, and see whether the new one works fine.
