It sounds like your ice maker has a bad motor module/circuit board.
It is like a control board. This module reads a temperature sensor that indicates the water is frozen and ready for harvesting the ice cubes. Then it turns on a electric heater under the ice cube mold, then turns on the motor to harvest the ice cubes. After the ice cubes are harvested, it opens the water supply solenoid valve to fill the mold with water. The ice maker needs to be replaced.

Ice boxes or ice maker have several controlling factors. Some are repairable. Here is how they work:
1.) Your ice maker will harvest ice cubes 8 to 10 times within 24 hours.
2.) You have a control module in the front of your ice maker. This is like a small control board. It has a motor and plastic gearing system. It also control the lever system to fill your ice bucket.
3.) The control module tells the solenoid valve in the lower back right hand side of your unit to open and fill the ice cube tray.
Then you have a temperature sensor that tells the control the ice cubes are frozen.
4.) You either have a flex ice cube mold that will activate or a heater under the mold tat will turn on for a set period of time to release the ice cubes from the mold.

It sounds like your have a bad ice maker sensor. On the ice maker mold is a long white coated wire. This is a temperature sensor. The sensor tells the ice maker control module that the water in the mold is frozen and to harvest the ice cubes.
The flex mold ice maker that you have is not repairable.
I interpret that you are having trouble with the freezer of your Frigidaire refrigerator not freezing ice cubes. It appears that your refrigerator is not properly cooling. Make sure that the temperature is 8 degrees Fahrenheit or lower. If the freezer is too warm, the ice maker won't cycle properly. Please allow 24 hours for temperature to stabilize. I understand that the ice maker in your Frigidaire refrigerator, model# FRS23H7CS, is crushing your ice, but will not dispense the crushed ice. It sounds like the dispenser is possibly jammed. Follow the following steps for a possible resolution:
1)The ice has melted and frozen around the auger due to infrequent use, temperature fluctuations, and/or power outages. Remove the ice container, thaw, and empty the contents. Clean the container, wipe dry, and replace it in the proper position. When new ice is made, dispenser should operate.
2)Ice cubes are jammed between the ice maker and the back of ice container. Remove the ice cubes that are jamming the dispenser.
3)Ice cubes could be frozen together. Use the dispenser often so that cubes do not freeze together.
4)The ice cubes are hollow or smaller than normal. The ice & water filter cartridge could be clogged. Replace the filter cartridge. Dispensing system operates best at 20 - 100 psi water pressure. Well water pressures should fall within this range.
If the above does not work, I suggest resetting your appliance, by either unplugging it or shutting the power off at your home's circuit breaker, for 3-5 minutes. Turn the power back on and try dispensing crushed ice. Ice makers have a heater in the tray part to heat the tray just before
ejecting the cubes. It could be that the heater in yours has failed
causing the cubes to not release. The mechanism is only to push them
out. Try having the heater checked.

Hello it sounds like the timer on the ice maker may be the cause. If you open the freezer when the fan is off raise and lower the arm on the ice full shut off. listen for a faint clicking noise you wont hear if fan is going. If it does not click the problem is going to be in the actual switch. I have repaired several with this same problem with the switch but you would probably rather invest in a new ice maker or either buy some trays. As the ice makers can cost up to 200 dollars in some models. The only other thing to check is if the water line is bent or crimped off.
