It means that your software for the phone has crashed and may possibly be corrupted. Try removing the battery and SIM (if applicable) while the phone is turned on. Reinstall battery and SIM and power the phone back on. If you still get the same error message, you'll need to visit a repair center to have the phone reflashed.
This means that the phone firmware is corrupt - you can try to reflash it using Motorola software update, but it might not work for a phone stuck in bootloader mode:
Get this Phone reflashed. Of course if you Dropped the Phone or if it went into water then Forget it about spending 35-50 Bucks on reflasing this phone. because it will go back to Boot Mode.
Reflashing the phone requires that you have acces to some service software programs (PST for example) and a correct, unlocked, stock flash+flex pack, also compatible with your bootloader version. As a general rule of thumb, if you don't know what this terms mean i recomand you try to avoid the process. Some people ended up with bricked (dead) phones because they simply didn't had some field experience with flashing phones or service and bootloader commands. My advice would be to play it safe and try to get help from a service center.
i dont have a solution but my phone has the bootloader usb init screne too what did you do exactly to make it go away cause i already took out the battery but it wont go away.
and the unable to charge thing may be a charge cord problem
