Since the NEC is not a TV but a monitor, it does not have a tuner nor speakers that it why it has no RF input. So if you want to watch TV on it you need a cable box with an HDMI and an audio out, and a pair of amplifed speakers. You can use the cable box's universal remote to turn your monitor on and off.
To get TV video, get an HDMI-to-component video (red/blue/green) cable then to get audio connect the cable box's red/white RCA audio out with an inexpensive set/pair of amplified PC speakers. For this you need a 3.5mm-to-RCA adapter to hook these up properly.
Because the audio is coming from independently powered speakers, it will be nice to have a set that goes on standby when there is no audio signal from the cable box. This would eliminate the need for you to stand up and power off the speakers when you have shut down your TV (monitor) and cable box. Or even better, get one that has a remote so that you can raise or lower the volume or power off as needed.
