Switch on the HP Officejet 6700 series printer and wait until the printer is READY. [The Power light should be on]
Double click on OJ6700_R1435A.exe to launch the HP Printer Update utility. A list of OfficeJet 6700 Premium series printers detected will be displayed on the screen.
Note: If the Wired network printer you wish to upgrade is not displayed in the detected printer list, click on the Refresh button to scan for printers connected via the wired network.
Click on the checkboxes on the left to select single or multiple OfficeJet 6700 series printers you wish to upgrade.
Click on the Update button to start the firmware flashing process.
Message showing "The selected printer has been updated successfully" will be displayed. Firmware flashing will begin.
CAUTION! Do not interrupt the printer during the upgrade process. Printer may be damaged if power is interrupted during the firmware upgrade process.
When the printer has successfully completed the flashing process, it will automatically print out a Self Test Diagnostic Page, that will show the new firmware version.

Sounds like the mainboard inside of the printer is bad.
Some things to verify this, make sure the cartridges that your using are original HP Cartridges and NOT 3rd party ones, even though 3rd party can work, its hit and miss and can cause sporadic problems.
If that doesn't fix it then try this troubleshooting step:
Reset process is........unplug power cable from the back of the unit, without turning it off, wait for about 10-15 secs & then while plugging in the power cable press & hold # key & the 3 key.....once u can see the unit powering on let the buttons go. Its important that you do the plugging in of the power cable while your holding these buttons on the printer........you will see a "partial reset" being displayed on the printer. If that does not do the trick you can try the same with the # key & the 6 key on the printer. This is a semi full reset.
If u still get the error msg its a hardware issue with the printer & cannot be fixed with regular troubleshooting. At that point unless the printer is under warranty I would replace it because parts aren't available for it.
There are 2 Resolutions for this Issue :-
Solution one: Reset the product
Use the instructions below to resolve the issue by restarting the product.
Disconnect the Universal Serial Bus (USB) cable from the back of the product, but leave the product turned on.
Open the cover of the product and remove the print cartridges.
Close the cover and wait for the Insert Ink Cartridges message to display.
Disconnect the power cord from the back of the product and wait for one minute.
