Standby is designed to come out of standby automatically if a mouse or key is pressed, also Wake on LAN may be effecting standy settings ( of course windows 7 has a standby setting for just about everything)
Does the backlight come on? or even flash on and off when the TV is switched on? I presume the standby light is showing 'blue' then. Do you have any sound? Also, when the TV remote is pressed, does the standby light flicker?
I would suggest going to the Dell website and making sure you have the most up to date drivers, including chipset drivers.
If that doesn't fix the situation you can disable standby by going to the control panel> Power Options, select each theme and disable standby, also goto the advanced tab and make sure your power button doesn't cause your computer to go into standby. Note that disabling standby doesn't actually fix the issue, it just disables standby.
