The bottom of my screen is black and blue starting solid on bottom and sides for about an inch give or take then gradually becomes spotted balck with blue background and has a pink line running vertically through the middle of the screen. Is it in some sort of test mode or does part of the components inside need to be replaced?

The monitor will have the on screen display setting as locked, look at the monitor settins buttons, where you set the brightness etc.

a mylar capacitor 0.22mf 100v may be shorted besides the flyback transfomer.

it risky if you always use your monitor that has a factory defect..i suggest to return to the store for some replacement of your monitor...coz your monitor has a warranty.

That can be bad TFT driver on the LCD panel assembly, new panel will be needed it, you can check the connection between the logic board and the LCD panel first. Also inspect the caps in the power supply as well. read more here:
