The Message Waiting indicator light is typically a notification pushed from your PBX to your phone, as your voicemail does not actually reside on your phone, but rather centrally on your PBX system itself. If you are not always getting MW indications on your phone, it could be an issue with your PBX/Extension configuration. I would check with whomever set up your phone system and have them take a look at the configuration on the PBX for your particular extensions.
You are missing a lot of information, but here goes. Your message light is unlikely broken in a new phone. Have someone ring your extension and press "4". Now look at your phone and press MESSAGE. The display tells you who left the message and you get 2 options on your soft keys to call or erase the message.
Now, here's the part you left out. What is leaving the message? It could be coming from CO based voice mail, a TVA system, or a SVM card. If it's a TVA voice mail system, it has to be programmed with your mailbox and extension (usually the same). A message left in the General Delivery Mailbox doesn't light anything unless it's programmed to do something, and a message left in your box usually works if it's properly set up to begin with. We try to set up our TDA's to eliminate GDM messages, so that means that Call Forward lights must be lit at every extension that needs voice mail and there's always a choice to direct callers to extension 101 or some other mailbox but the GDM. If it's CO based, you bought the wrong system, and an SVM card has a set of instructions to assign extensions to slots.

Is that phone an extension of a hunt group? It could be getting messages from the hunt group. Reboot the voicemail computer, that might reset the light.

The solid light on B could be that the handset is offhook.
When a call rings in, the message light can be set to flash as well as the light will flash next to the a (or b ) button that the call is ringing in on.
There are different reasons your message light may come on besides voice mail calls. The situation that started the message light needs to be completed before it will go out.
I cannot be sure on your particular phone but quite often when I see this problem on other business phone systems it is because someone on another phone in the system tried to intercom and there was no answer setting off the message waiting indicator. (This may require other buttons to be pressed by the caller making it a rare occurrence) If so, you may have to press the message button to return the intercom call. The trick is the other phone needs to be answered as well or the system will not shut off the MSG light.
Are there any unusual messages, icons, etc.. on the LCD?
If this is not the case, you MAY be able to force the light off by leaving yourself another message and then retrieving the message.
