Some ideas on what I think is a HomeLite 26B Blower although this info will apply to any 2cycle.
1- a cracked/leaking primer bulb. Most likely
2- a broken/cracked fuel line in the tank.
3- the fuel filter. Least likely
Easier to check is the bulb. If you check the line and filter and find either one bad replace both. You'll thank me later.
HVAC failure
the car has 2 classes of HVAC< manual and ATC
the blower must blow on high.??? does it on high?
if not, check fuses, for blower. (if lower speeds only fail say so)
the blower is dead,
then say if dash controls are Manual or ATC<
atc = automatic temp, controls with a dash thermostat et cetra.
the diagnostic path is different.
the ATC has self test too. .with over 30 errors possible.
i posted as comment we now still dont know if its ATC opted jeeps we now know both hoses are hot to core. 144f min. so the damper is stuck! only why remains.
answer the questions and we go to to ATC or manual hvac pages, in the free book.
this is just a simple water to air heat exchanger it only 2 things (Air and H20) water hot, and flows. the core gets hot. then air must flow, bingo, id don't.
Your is an "ATC error" indicating that the density test has failed for Black. There are many possibilities, but here are the top 5:
1) Dirty or defective ATC sensor (130K63000) (difficult to reach..recommended to be done by technician)
2) Defective Developer (802k60194) (also difficult) You also need Developer Charge Powder (604K22550)
3) Defective ATC Clutch (121K23270) (also difficult to reach)
4) Drum (013R00624) not turning, or bad drum
5) Drum motor (007K88604) not turning
Yellow ATC Sensor Failure,Code12
Magenta ATC Sensor Failure,Code13
Cyan ATC Sensor Failure,Code14
The ATC Sensor detects an insufficient amount of developer.
Note
If this failure reoccurs three times successively, an Engine NVRAM value is set preventing further printer use until the Clear Tech Rep Fault (see pg.6-20) is performed.
Troubleshooting Procedure
Step
Actions and Questions
Yes
No
1
Is the problem toner and/or developer empty.
Replace the toner or developer.
Go to step 2.
2
Is the ATC sensor clean and free of dust, toner or any other contaminates?
Go to step3.
Clean the ATC sensor.
3
1.Check the ATC sensor wiring harness Yellow=P/J129
Magenta=P/J130 Cyan=P/J131
2.Is the wiring harness or the sensor defective?
Replace the ATC Sensor and/or wiring harness.
Go to step 4.
4
1.Remove the Rear Cover and RearShield.
2.Measure the voltage at...Yellow=P405B3 Magenta=P405B8 Cyan=P405A10
on the engine control board.
3.Is the voltage between+1 and
+3VDC?
Replace the engine control board.
Go to step 5.
5
1.Measure the voltage at...Yellow=P405B14 Magenta=P405B11 Cyan=P405A11
on the engine control board.
2.Is the voltage+5VDC?
Replace the engine control board.
Go to step 6.
6
1.Measure the voltage at...Yellow=P405B2 Magenta=P405B9 Cyan=P405A9
on the engine control board.
2.Is the voltage 0VDC?
Replace the engine control board.
Go to step7.
7
1.Remove the Imaging Unit Plate cover.
2.Inspect the wiring harness between the engine control board and the developer housing assembly.
3.Is the wiring harness defective?
Replace the wiring harness.
Replace the ATC Sensor.

Run approximately 10 pages of the solid fill full-page prints for this color to ensure the error is cleared.
Description/Action
Outputs of the sensor (Y ATC) are not in the
specified range.
This error must be reset inside diagnostic mode
before troubleshooting or machine operation can
occur.
Go to
"925.00 Sensor (Y ATC) error" on
page
2-181.
-----------------------------------------------
Google search result:
1 Reset the Y ATC failure lock out condition. 1. Enter diagnostic mode 2. Select Dev unit reset. 2. Select Y channel Perform a very large print test. Does the error continue? Go to step 2. Problem solved. 2 Check the sensor (Y ATC) for proper connection. Is the above component properly connected? Replace the Y developer unit assembly. Go to "Developer unit assembly removal". Replace the connection. 3 Perform a very large print test. Does the error continue? Replace the upper printer engine card assembly. Go to "Upper printer engine card assembly removal". Problem solved.
I have a 351 but they are common sensors and should be located same places. ATC is on the side or bottom of the air intake filter box. The CTS should be located on the goose-neck where your Thermostat is housed; this is comming off the intake mannafold and into the radiator.
