THE BATTERY LIGHT CONTINUSLY SCROLLS FROM LEFT TO RIGHT AND CHAIR WILL NOT MOVE

Turn on Joystick and push horn twice, you are in locked mode. If this didn't work then turn Joystick on push gimbal forward until you hear a beep, then move the gimbal back until it beeps you are now unlocked. Gimbal= what you push to go left right forward or back on a joystick.

Will not turn on when I push the power button

This indicates the chair is in lock-out mode.
Use an XLR lock-out key or manually unlock the controller by holding the power button during the on cycle for 3 seconds, then push the joystick forward til it beeps, then pull it back until it beeps and then release it. You should be unlocked.
