I assume by "adjustment screen" you mean the OSD (On Screen Display). This is the box where the menus for adjusting the screen appear. If I'm correct, that means you have pushed the "menu" button on your LCD and need to push it again to turn the OSD off. If pushing it again does not solve the problem I would say it's time to have the LCD repaired. In many, but not all, that OSD goes off on it's own after a bit.
Power your computer
completely off and then remove the monitor cable from the port on the
back side of the computer case. Reattach the cable and make sure the
pins are correctly screwed in all of the way. Power the computer back on
and check to see if the OSD lock out message is still being displayed.
Step 2
Check the manual that came with your computer or monitor and
locate the troubleshooting section if you are still receiving the OSD
lock out message. Find the OSD lock out heading and read the method that
your particular model of monitor uses to remove the lock out. Follow
the instructions to remove the lock out.
Step 3
Attempt generic lock out removal procedures if you no longer
have the manual that came with your monitor. Press and hold the "Menu"
button located at the bottom end of your monitor for 15 seconds and wait
to see if the OSD lock out message disappears.
Step 4
Press the "Menu" button again if the lock out message remains
on the screen. Use the arrow buttons to navigate through the main menu
options. Highlight the "Settings" or "OSD Menu" option and then hit the
Menu key again to access the new list
of settings.

Scroll down to the "OSD Lock" heading. Use the arrow keys to
change the setting to "No." Hit the Menu key again to return to the main
menu. Scroll over to the "Exit" setting and then hit the Menu key a
final time to exit the menu setting and remove the OSD lock out.
You must reset the on screen display in the menu. Hold down the Menu button for at least 60 seconds. A menu list will appear on your monitor screen. Using the adjust button, press the arrows to enter the menu. Scroll down to the Reset section. On the right side of your screen, you will see an alternating Yes/No choice. When the Yes message flashes, press the Ok button. The menu should be reset and the flashing OSD control message should disappear. I hope it helps. Press the [menu] button on th emonitor.
The screen will show the labels of the buttons now.
press the "arrow" to position to the brightness setting (the "sun" icon)
press the minus [-] button to dim
Press [Menu] to save & exit the OSD (on screen Display)
Assuming safely that you have a Dell E173 monitor, i would suggest the following steps to fix this...
1. Press the (+) button on your monitor to make it do an auto-adjust of the display.
2. On the on screen display (OSD) which can be evoked by using the menu button on your monitor - use the +/- key to get the factory reset option high lighted and press on the menu button to execute it.

Here is a definite solution to all those having problems with OCS menu on Relisys TL 766 Monitor. Having tried many of the posted solutions none of which worked. The only option was to visit my local PC repair shop who disconnected the OCD monitor for UK £15.00. Spare parts for this model are no longer available. Only down side was the power indicator light in middle of now redundant control buttons does not work. Otherwise a monitor works perfectly. NO MORE STRESS.
The OSD can be enabled or disabled by pressing and holding the Menu button on the front panel for 10 seconds. If the OSD is locked, the warning message OSD Lock displays for ten seconds.
If the OSD is locked, press and hold the Menu button for 10 seconds to unlock the OSD.
If the OSD is unlocked, press and hold the Menu button for 10 seconds to lock the OSD.
