Gordon, Not sure why this came up under chain saws. However I think your talking about a battery charger. There are some battery charger that when powered on but not connected to a battery will not produce a voltage or current. This is to protect the charger from shorting if the cables touch. Once connected to a battery and it see a little voltage from the battery it will enable its charging circuit. Make sure the battery you are attempting to charges is not completly flat.
Hope this helps.

Replaced input and output speed sensor on 2004 jeep liberty and speedometer still does not work.ran test on cluster with key and button on cluster and speedometer moved the way it what?

No owners manual would help there,

but why have you not purchased one
for the items it does offer, you may need?

If you were to go to Helm.Com & spend the
money for a Factory Service Manual,as well
as any & all Emissions & Diagnostic Manuals
& wiring diagrams

Only then-- can you work on your own vehicles

Why would you throw parts at it,speed sensors
& such?

You got codes & think they have something to do with
parts, NOPE- they do not

Could it be a fuse or relay?
Really-your guessing now & haven't even
checked those items!

Wires are good you say!

You have a factory wiring book from Helm or AllData
& did some testing with a meter, actual voltage drop tests?

Need proper reference material & info BEFORE you even
walk to any vehicle made from 1981 on with an obd system

You can not find or solve any issue IF you DO NOT know how
the system works

Try Googling the question

Maybe someone on a forum asked &
someone provided what eventually fixed
the problem-for them of coarse & whatever
their problem was

Doorlocks dont work except from passenger side. mirrors dont work. windows dont work from anywhere

First, check all fuses to make sure that none are blown.

If the door lock switch works on the passenger side, then the drivers side door lock switch is probably faulty. Use a multi-meter to test the Drivers Side Door Lock Switch (Black and Pink/Light Green wires unlock the vehicle, and the Black and Pink/Yellow wires lock the vehicle)
If the switch is tested and found to be operating properly, you may have a faulty Body Security Module or Drivers Side Door Lock Actuator.

If neither of your Power Mirrors are working, you probably have a faulty Exterior Rear View Mirror Switch, Power Mirror Module, or blown Central Junction Box Fuse.

If none of your Power Windows are working, you probably have a faulty Accessory Delay Relay or a blown fuse in your Central Junction Box or a faulty Master Window Adjust Switch (all of the Power Window Switches feed through this Master Window Switch). If the Power Windows didn't stop working at the same time, you may have faulty Window Adjust Switches, or faulty Power Window Motors, this is very unlikely though. It would also be a good idea to inspect the wiring for any obvious damage.

The cruse control on my 2001 ford expdeition do not work, my horn works,my brake lights work, when I hold down the cruse button, it dont come on, I want to check the fuse but I dont know which one to pull

i would look at the fuse box, and inside , it should tell you what fuse is for what, if it doesn't, i would recommend you looking it up in your owners manual.

The lock and windows of my 2001 Oldsmobile Aurora dont work I want to know if the fuses or the relays dont work.

Easiest way to do that is grab your owners manual. There are two fuse boxes in that car. One under the hood on the left side, same area as your battery charge terminal, and the other is under the back seat, with the battery. There are fuse charts in the owners manual. Just look for fuses and relays that relate to the doors, locks, and windows. Pull them and check. If you arent sure, just replace it with a new one, fuses are inexpensive!!! Take care :-)

Atc does not work .i have put multible controllers on it . each controller reads different codes but none of them work .i have also installed a new resistor to the fan motor

Have you tride to reset the ECU more then likely you dont know how here is the deal look for your fuse box under the dash then when you find it you need owners manual unless the cover of the fuse box has position of the fuses under it find a fuse that is indicated (HZD, Or Hazard ) remove it for 15 sec. then put it back and this should resolve the prob.

Have manual. repair book and fuse cover, but none state which fuse to use...10 or 20. many balnk spots in fuse box

Which fuse to use for what? There will be blank areas, for options your van doenst have. The cover or the owners manual should state the amp ratong for each fuse. I dont know what kind of repair book you have but if it doesnt tell you fuse locations and ratings its not very good.
